fix: test: AGENTS.md budget table is hand-written; check it against BUDGETS - #655

Replaces the third hand-copied pin of the budgets with a check of the AGENTS.md Tests table. Fail before: a drifted table number fails (Expected 300, Received 301); pass after. Closes #648
