Opt-in native HEVC can decode independent ready pictures concurrently through the existing thread setting, without changing decoded samples or presentation order.
Native HEVC keeps validated output receivable after a terminal failure at every worker count, including when a wrapper limit drops the decoder.
Background
Native HEVC currently parallelizes only wavefront rows. Pictures without that syntax remain serial even when their references are already complete.
What changes
Covered: complete-reference picture jobs in the native backend, bounded raster producers and scoped row stores, CPU-bounded workers, row-local wavefront resets, skipped-picture scratch checks, ordered failure handling, terminal-output handoff, threading verification tools, and isolation of a closed-stdout CI regression.
Not covered: overlap within dependent picture chains, tile concurrency, filter or prediction arithmetic, syntax admission, fallback, isolation, or build defaults. Output bumps and conservative reservations can limit useful overlap.
After merging: None.

Decisions
Pictures share immutable, generation-identified complete references. The caller retains parsing, DPB transitions and callbacks. Existing synchronous NAL methods stay synchronous; the native backend uses an explicit scheduled-input method that can defer reconstruction failures until synchronization. Caller framing and read failures first reconcile earlier work, preserving the serial first error and output prefix.
SEI syntax stays on the caller without making informational payloads a reconstruction barrier. Decoded-picture hashes stay at their slice position in the bounded job and are verified before publication. Duplicate hashes and malformed SEI preserve the serial first error.
Frame and wavefront execution share one CPU-bounded limit rather than nesting pools. Original typed memory accounting and serial continuation preserve cold admission. Picture jobs reserve the smaller of their conservative entropy bound and their remaining hard picture limit, while all outstanding reservations still fit the stream limit. Ordered reconciliation preserves both limit-error identities. Reused wavefront workers invalidate only the spatial metadata they can read, leaving sample planes untouched.
An untimed diagnostic build records bounded caller-thread barrier counters and SEI/slice events on all thirty inputs at a fixed thirty-two-picture cap. Prepared-input hashes must match before joining it with a timed run, which can use a larger cap. Barrier reasons can overlap per picture; their counts are not wait durations. These counters and their accessor are absent from normal builds and never supply timing results.
Whole-reference jobs avoid a filter-publication redesign, but cannot overlap immediate-predecessor reference chains. Normal reorder pressure can also synchronize work. No input-wide speedup is assumed; the paired baseline retains main's existing wavefront execution.
The serial-exact deferred-output alternative is not selected: it requires a receive wait outside the documented shared contract and does not alter next-boundary job submission. It remains a design record, with no pipeline implementation. A separate frame-count model explores bounded output lag and names its abstract backpressure assumptions; it does not establish a byte-budget or current-API implementation.
Header-only replay distinguishes dependency-only, serial-visibility and lag-three models, with current-picture-ready and delayed-sealing submission timing reported separately. The row-reference variant explicitly falls back to full-picture dependencies when decoded motion-vector footprints are absent; equality under that fallback does not rule out useful row publication. Normal builds do not expose this inspection mode.
A separate cfg-only synchronous decode records actual interpolation-support and collocated motion-field CTU-row reads on the twenty-four non-wavefront inputs. Its replay models hypothetical incremental filtering with one-row lookahead, a two-row sensitivity and a complete-reference control at four workers and lag three. The synchronous diagnostic filters whole pictures; these models do not establish throughput or byte-budget equivalence.
Eligible complete-reference jobs now reconstruct through a bounded raster producer within their existing full-component SAO allowance. Conversion moves the full backing without copying and returns an unchanged frame for whole-picture fallback if the extra row storage cannot fit. The producer preserves shared entropy traversal, next-band vertical deblocking before current-band horizontal deblocking, unfiltered intra borders and pre-SAO borders. A non-clonable publisher commits motion and filtered samples separately, never overwrites a published prefix and wakes readers on failure or drop. Completion moves the same backing into retained-picture ownership. Eight- and ten-bit regressions cover partial rows, protected samples, slice boundaries and mutation failures.
Dependent-picture overlap, bounded output lag and its admission policy remain unimplemented. The selected pending ledger follows the existing normative output owner and virtual serial receive opportunities; withheld debt counts as physical pipeline memory. Admission derives lag from the first active SPS and an envelope covering every permitted continuation. A later activation first settles earlier work, reclaims optional state and reduces future lag as needed, including to zero. It refuses only if the new envelope and outstanding debt cannot fit, after prior-picture outputs and before current-picture allocation. Complete-reference barriers and output timing are unchanged by the producer integration.
The opt-in hidden settlement extension reconciles earlier HEVC reconstruction before a checked-wrapper limit can discard the backend. A typed residual then owns only validated packed frames, their accounting and the latched error; the live decoder is dropped before the failure returns. The queue and sample planes move without copying. If the wrapper itself refuses a received frame, later residual frames are discarded. Receives drain that prefix, while packet and EOF calls cannot restart decoding or consume it. Other backends retain their ordinary teardown, and both release feature graphs exclude the extension.
Evidence
Verification run: 303 ordinary and 316 diagnostic HEVC library tests, 49 ordinary and 50 diagnostic kernel tests, 14 backend tests, examples including the actual reference wrapper, strict targeted Clippy in both modes, feature-disabled decode Clippy, 306 Python tests (seven skips), formatting, workflow validation and actionlint pass. Generated multi-row intra and inter jobs pass 1/2/4/8 sample/counter, suffix-hash-prefix and cold-memory comparisons, with real raster conversions and scoped row-reference reads on parallel arms. Row-store mutation checks reject premature sample readiness and missing drop notification. A seeded 8×8 transform-edge case proves that vertical deblocking changes the next CTU's top border at both depths, and removing the saved unfiltered border fails complete-pixel equality. The terminal-prefix matrix covers direct and checked opens at 1/2/4/8 requested workers, both packet framings, eight- and ten-bit samples, early and deferred receives, and five failure scenarios. Five mutations catch omitted wrapper handoff, retained live backend, cleared valid output, handoff restricted to limits and output retained after a wrapper frame refusal. Shared-decode tests pass with and without the private feature, and the boundary fuzz target compiles. Four generated complete row traces validate against header identities and actual decoded/output counts, and ordinary versus diagnostic pixel checks are byte-identical. Kernel probes cover clipped integer/fractional reads; a real prediction probe catches chroma reaching beyond the luma row. Removing the kernel recording hook fails the decoded-trace regression. The actual-read capture completes all twenty-four selected inputs and 672 decoded pictures without errors or missing inputs. Every source/prepared-input hash and complete header/output graph matches the earlier dependency capture; all 144 input/timing/filter-model schedules independently replay. These are read traces and conditional schedule models, not observed parallelism or measured speedups.
The header-only wrapper distinguishes generated chains and siblings at zero/nonzero reorder, accepts complete headers with damaged entropy that reconstruction rejects, and is absent from normal builds. Missing active-reference edges fail both extraction regressions; graph tests cross-check 1,160 synthetic DAGs against brute force, and 16,384 graph/barrier/worker combinations match an independent interval oracle, and 6,144 bounded-lag cases match an independent event oracle. Diagnostic output fences match synchronous calls across reorder, access-unit delimiters, sequence boundaries, latency bursts and skipped-picture EOF. Earlier output-prefix, SEI, resource and sealing-counter mutation proofs remain retained.
Complete conformance at 3014f88 passes 144 streams, 8,227 decoded pictures and 8,195 output pictures at 1/2/4/8 requested threads with identical complete normalized records. Each parallel arm records 16 pictures with actual picture-job overlap across five streams, plus 288 wavefront pictures; this is limited picture-job coverage, not a general speedup claim. Twenty sanitizer repetitions pass both scheduler suites with nonzero test selection. Untimed diagnostics at ad6c4f4 pass all thirty inputs and 864 decoded pictures with zero picture overlap. Queue-budget barriers affect 264 pictures, wavefront selection 192, output reorder 135, output capacity 19 and unavailable references 15; categories overlap. These findings motivated the picture-reservation cap. Final-head conformance, sanitizer, paired reference measurements and similarity remain pending.
Diagnostics at dd1a2aa retain all thirty identical prepared-input hashes and 864 decoded pictures. Queue-budget barriers fall from 264 to zero, but actual picture-job overlap remains zero. Those diagnostics omitted output drains at picture sealing; the new mutation-tested hook corrects that attribution. This is not evidence of a speedup, and refreshed barrier counts remain pending.
Corrected diagnostics at 9644f82 complete all thirty inputs and 864 pictures with zero overlap, identifying output-reorder drains on 648 pictures. Queue-budget barriers remain zero. Conformance at dd1a2aa passes all 144 streams and 8,227 decoded pictures per arm, with only 16 overlapping pictures across five streams at each parallel count. The output-pipeline amendment has no runtime evidence yet.
HEVC decoding can schedule picture reconstruction across multiple workers when multithreading is enabled. Worker counts are limited by available CPUs, up to 16.
Decode summaries distinguish pictures processed in parallel from pictures with overlapping frame work.
Optional HEVC threading diagnostics can report picture, reference-dependency, and row-level activity.
Bug Fixes
After a decoding failure, validated frames remain available to receive before the decoder returns the stored error.
Deferred decoding errors are handled consistently when later packet reading or framing also fails.
Threaded decoding synchronizes pending work before reporting certain input errors, improving consistency across worker counts.
The PR adds scheduled HEVC picture decoding, row-scoped reconstruction and reference reads, shared DPB publications, and terminal-output preservation. It also adds diagnostic capture, dependency and row schedule analysis, workflow modes, conformance checks, tests, and documentation.

Security architecture risk: Moderate · up to 9759c
Concurrent processing of untrusted media changes memory ownership and failure recovery. The reviewed behavior retains validation and ordered output, with no concrete security regression identified. The breadth of the concurrency change and remaining resource-accounting uncertainty leave moderate residual design risk.

No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — Attacker-controlled media packets can exercise concurrent reconstruction, shared reference lifetimes, and retained output memory in applications using native HEVC. The directly traced exposure concerns decoding integrity and resource availability; deployment evidence does not establish the maximum number of users or tenants sharing an affected process.
Trust Boundaries and Controls
observed — The scheduled production path retains packet-size checks, per-packet NAL-count bounds, packet_nal validation, and parser-side max_nal_bytes and reconstruction-memory checks. The size admission checks are also present at the named PR base; scheduling does not remove them.
observed — Terminal transfer does not replace output validation. The backend checks output geometry, crop, bit depth, byte limits, and memory before enqueueing. The checked wrapper continues validating frames and clears later terminal frames if it rejects a frame.
Resilience and Maintainability Implications
observed — The failure lifecycle separates the validated output prefix from the live decoder. Pending work is reconciled before teardown, terminal transfer moves the queued frames once, and the checked wrapper drops the backend before returning failure. Inspected tests assert backend drop, latched errors, and rejection of later terminal output after a wrapper frame refusal.

Missing frame_parallel_pictures is accepted silently, and one check is redundant.
Line 275 defaults a missing frame_parallel_pictures to 0. If the native decoder fails to emit the field, the frame-parallel coverage check passes without evidence. The native decode example emits the field at all supported call sites, so this is a small gap. The existing test suite covers the missing case only for the None value. Consider requiring the key when threads > 1 so that a dropped counter fails loudly.
The check on line 280 repeats the native_thread_counters reason used on line 277. It is correct and needs no change.

compare_conformance can raise KeyError or TypeError instead of a classified ValueError.
Line 94 reads row['summary']['decoded_pictures'] from each result. If a result entry is complete but lacks summary, the function raises KeyError. The passed and complete checks do not guarantee this shape for every row. compare_conformance is invoked directly from main(), which has no handler. The workflow step still fails, but without the thread_conformance_* reason code. Validate row.get('complete') is True and the presence of summary inside the require call.

classified conformance error instead of KeyError or TypeError.
The test is correct, but add a check that the damaged case really fails with a reconstruction error.
The test asserts only that the error is not input_read and that the error is the same for all thread counts. It does not name the expected error. A future regression that fails earlier with a different error would still pass if all thread counts agree.
Assert the concrete expected variant, for example Error::InvalidData(..) from the truncated PCM NAL.

Review: blocking at c9ffe05e83fdf05d92edb19551fffcede98bdc47 (production code reviewed at 25a3e061; the delta to c9ffe05e is the cfg(test) fixture split only, which I read).
The scheduling design holds up. I found no production defect, but one load-bearing ordering guard has no test, and a mutation that removes it produces a real divergence from serial output.
Blocking
1. The output-bump predictor is the only thing keeping the serial output prefix, and nothing tests it. See crates/coreav-hevc/src/dpb.rs:361 (picture_outputs) and its caller before_picture at crates/coreav-hevc/src/decoder.rs:628. output() at decoder.rs:966 drains only through the emitted picture's index, so a bump triggered by a later header is safe for samples. It is not safe for ordering: an in-flight job with a larger coded index can still fail after the earlier picture has been emitted. Making picture_outputs return false leaves all 277 library tests green, and so does removing it together with the output drain-through.
Here is a concrete case built from the existing stream(false) fixture (reorder 3, DPB 4): I0, then P1, P2 and P3 each referencing I0, with P1's slice data truncated. Serial decoding fails at P1 and emits nothing. Scheduled decoding without the predictor seals P1 as a job, and P3's header then bumps I0 (four pictures needed for output, reorder 3). It emits POC 0 and only reports P1's error afterwards: left: [0], right: []. At this head, with the predictor in place, the same test passes. Please add it, or an equivalent, so the guard is enforced:
A latency-driven variant (sps_max_latency_increase_plus1 != 0) would cover the other branch of the predictor cheaply.

Reference readiness. Workers can't read an unfinished reference at all. Publication.samples is a OnceLock that only the caller sets, in drain, from a joined job's retain(), which requires complete() && filtered. Workers get samples.get() or an error. Since whole pictures are published after deblocking and SAO, row progress and MV, interpolation or chroma margins don't apply to this design. TMVP's collocated picture is in the RPS-derived set that is drained and pinned.
DPB lifetime. References are pinned by Arc and identified by (coded index, POC), so normative removal, POC reuse and no_output_of_prior_pics can't free or alias storage a job still reads. IRAP types 16–21 always synchronize first. Suppressed RASL and skipped pictures return before the scheduler. EOS and end of stream reconcile.
Entropy budget.Cabac::max_bins is an upper bound enforced by truncation, and a job is queued only when its bound fits both the stream and picture remainders. A job therefore can't hit cabac_bin_budget where serial wouldn't, and bin limits stay on the serial path.
Worker memory. Worker allocations stay inside their reservation by my count. Decode charges the frame heap, scratch and ranges. SAO copies one plane, at most 2·w·h bytes, which is under the 4·w·h term. Admission sums job reservations, the 2 MiB stacks and unpinned publications.
Workers and errors. Workers are min(requested, 16, available_parallelism) with the caller counted. WPP pictures synchronize and never nest. Panics are caught and mapped to Internal, the first error is latched in coded order, and Drop / with_threads join every handle.
No new unsafe, and PR text is clean. The diff adds no unsafe. Every commit is signed off with no co-author trailer. The PR text has no CoreAV-vs-FFmpeg figure.
Non-blocking
Conformance barely exercises picture jobs. Any SEI NAL that arrives while the scheduler holds input synchronizes at decoder.rs:923 and flushes that picture serially. That covers the previous picture's suffix MD5 and the next AU's prefix SEI. Most conformance streams carry MD5 SEI, so the 1/2/4/8 conformance identity check mostly exercises the synchronous path. Please report per-arm frame_parallel_pictures from compare-conformance and state in Evidence where frame-job identity actually comes from. Streams with per-AU SEI (picture timing, hashes) also get no picture overlap, which belongs in "Not covered".
resume_outputs looks dead. At decoder.rs:701, seal emits nothing, and every later bump goes through before_picture, reconcile or output(). Delete it, or give it a test that needs it.
The scratch term has no test. Small fixtures stay inside the 2 MiB stack term, so a test with a plane larger than 2 MiB and edge SAO in a scheduled picture would pin the w·h·4 term.
Teardown waits on running jobs. Dropping the decoder mid-stream blocks until running picture jobs finish, bounded only by the deadline, because there is no cancel flag. This is acceptable for whole-picture jobs and worth one line in the design note.
Pending: the head CI, conformance and reference run, and similarity. They don't change the item above.

Review: no blocking issue at 8a1067d3664ccfd850d8f291d94c97e06ac43309. This is a delta review from c9ffe05e, covering e3de1411, 3014f881 and 8a1067d3.
The blocking item from my previous review is resolved. bump_after_failed_in_flight_job_keeps_serial_output_prefix is in the tree, and it fails when picture_outputs is forced to false.
Delta checked
Informational SEI no longer synchronizes (decoder.rs:923). For an SEI without a picture hash, the old path did nothing observable: hash_reclaiming returned early and the skipped-picture counters added zero. The only effect it had was surfacing an earlier job error sooner, and the scheduled contract allows that error to be deferred. Returning early is equivalent.
Hash slot (queue_hash, Work::run). The hash is attached to the current picture's last queued slice and verified in slice order through the same hash_reclaiming → finalize_reclaiming path as serial. A misplaced or early hash therefore fails in the worker with the same error as serial: selected_picture_incomplete for an early hash, selected_picture_hash_placement for a duplicate. If a later header fails first, synchronize → flush replays the queued operations, hash included, so the earlier error still comes first. A second hash at the same position falls back to the reconciling path. Skipped pictures and pictures already flushed have no queued operations, so they keep the existing path. A later finalize on a frame the hash already finalized returns Ok(0), and retain still requires filtered. The hash work stays within the job reservation (one plane copy plus an in-place verify).
Generated-CRA lookup (Picture::matches_reference, dpb.rs). share() now uses the same predicate as reference(), so it can no longer pick a generated placeholder that shares the CRA's coded index. publication() and seal() already skipped generated entries.
Conformance coverage.compare-conformance now requires nonzero frame_parallel_pictures in the 2-, 4- and 8-thread arms and reports per-arm counts. That closes my earlier coverage note, since hashed conformance pictures now run as jobs.
Teardown. The note on cooperative deadlines and blocking teardown matches Scheduler::drop.
Mutations at this head (unmutated: 280 pass)
Mutation
Result
Worker skips the queued hash
2 tests fail
queue_hash overwrites a duplicate
1 test fails
picture_outputs always false
the new prefix test fails
share() looks up by index only
the new DPB test fails
queue_hash attaches to the first slice instead of the last
all pass
Non-blocking
No test schedules a multi-slice picture with a hash, so attaching the hash to the wrong slice goes undetected. In production that mistake would fail loudly as selected_picture_incomplete on multi-slice hashed streams, which the conformance arms now exercise. A two-slice picture with a trailing hash would pin it cheaply.
resume_outputs (decoder.rs:701) still looks redundant, as noted in my previous review.
Head CI was still pending when I reviewed, and the conformance, reference and similarity runs had not reported. This verdict covers the code only.

Review: blocking at 53dba6d3f87649193f691c2b996cd4c23691b298. This is a design review of the "Deferred-output amendment" in docs/design/hevc-frame-threading.md only.
Scope note. The range 8a1067d3..53dba6d3 is not design-only. It also carries ad6c4f4c, cee68c4c, dd1a2aa0 and 9644f826: the diagnostics module and cfg, the capped entropy reservations, outcome stream-budget mapping, the sealing barrier, DPB constraint helpers, the SEI and parser hooks, and the workflows. No independent review covers those commits at this head, and this comment doesn't either.
The fence idea is right. Capturing the ordinal of all preceding submitted reconstruction, rather than just the output picture, is what the four-picture regression needs, and publishing only from the journal front keeps the order. The blocking gaps are in how that guarantee meets the backend's existing send/receive and limit contracts, in what the memory proofs can detect, and in what overlap the plan can deliver.
Blocking
1. The failure path drops frames the direct path delivers. The amendment says to reconcile, publish the journal prefix whose fences succeeded, and then choose the first error. But NativeDecoder::terminal_result calls fail(), which runs self.output.clear() (crates/coreav-backend-hevc/src/lib.rs), so anything published in the same call as the error is discarded.
Here is a case. A bump of E is triggered by N+1's header, and its fence N is still running. A caller that drains after every send gets Ok(None) from receive. It then sends N+2, whose header is malformed. The pipeline publishes E, returns the header error and clears the queue. Direct decoding pushed E during N+1's send, so that caller had already received it before the error.
The design needs two things:
An equivalence relation. Per-call receive timing necessarily differs, so define equality as the concatenated frames receive returns plus the terminal result, for every caller loop. State that explicitly.
A failure path that keeps published frames receivable. Records published during error reconciliation must stay receivable before the terminal error is reported, for example through a failed-draining state. The proof list needs a drain-after-every-send consumer that hits a header error, a framing error and a sink error while a satisfied record is still unpublished.
2. Deferred records can trip the backend output budget where direct decoding doesn't. Prepared slots count toward max_pending_bytes (in output.rs). Under direct decoding, the caller's receive between two events releases E1 before E2 is pushed. In the pipeline the same receive returns None, because E1 is prepared but not ready, so E2's prepare sees E1 and E2 together. With a one-frame pending budget and a drain-after-every-send caller, the pipeline returns "pending HEVC frames exceed the output budget" where direct decoding succeeds.
Reconciling doesn't help, because publishing doesn't reduce pending; only the caller's receive does. "Choose the direct path before optional work is queued" is the right direction, but the design needs the exact admission invariant: defer a record only while the published, deferred and journal-bound bytes, plus one more frame, fit the pending budget. It must also say how the switch back to direct happens without a spurious refusal.
The cumulative max_decoded_bytes charge must also be taken at prepare, not at publish, so its error position stays exact. Add tests with one- and two-frame pending budgets and a decoded-bytes budget that ends mid-journal.
3. The cold-admission mutations as written cannot catch omitted charges. "Compare both return values and the valid output prefix" at independent cold boundaries detects nothing when the pipeline under-accounts. The pipeline admits or falls back based on its own accounting, so at the serial boundary it returns the same result, while physical memory exceeds the limit unseen. That covers the mutations for omitted pins, uncharged transient packing capacity, early slot reuse and publication-time allocation.
The proof needs an allocator-observed bound: a counting global allocator in a dedicated test binary, so parallel tests don't interfere. It should assert that peak live bytes stay at or below the accounted peak, which stays at or below max_memory_bytes, across the pending-job and prepared-slot crossings. Each listed mutation must be shown failing that assertion, not just the return-value comparison.
4. Measure the overlap ceiling before building the journal. The corrected diagnostic attributes 648 of 864 pictures to output reorder but only 15 to unavailable references. Barriers are counted where a drain happens, and the output drain fires first, so the reference count is censored: it says nothing about how wide the reference graph is once outputs stop draining. The complete-reference rule stays, so immediate-predecessor chains still wait.
Many reorder>0 streams have usable width. In B-pyramid or I-P-B-B structures, P(n+1) needs only P(n) and can overlap that P's B pictures. But this roster's actual width is unknown. Per the crew's ceiling rule, compute it from headers alone before implementation. For each of the 30 inputs, replay the RPS (StCurrBefore, StCurrAfter, LtCurr) with output deferral and a 4-worker window, and report the reachable overlap per input. If it is near zero, the journal buys nothing on these inputs and the next lever is row-level reference publication instead.
Bridge (your conditions)
No existing PictureDecoder method or cold-admission change: the design states this, and nothing in it contradicts it.
Off in the default build and every published feature set: this holds today. release-default and release-full exclude native-hevc, and only the CLI's opt-in native-hevc pulls in coreav-backend-hevc. Please enforce it with a CI check that the bridge feature is absent from cargo tree -e features for the default, release-default and release-full CLI builds.
"Nothing outside the workspace can reach it without naming that feature": this cannot hold literally. Cargo has no workspace-only features, and features unify. In any build where coreav-backend-hevc/native-hevc is enabled, every crate in the graph sees the bridge without naming it, and a git dependent can name the feature directly. The practical containment is that every crate is publish = false, plus #[doc(hidden)], a __-prefixed module name and an explicit no-stability note. Please decide whether that wording is acceptable, or require the stricter form.
Non-blocking
Make NativeOutput::publish infallible. Do every validation, allocation and limit check in prepare. A fallible publish runs after later NALs and so can only report its error late; "an earlier sink failure wins" then depends on a reconciliation pass rather than holding by construction.
Add a fence mutation that advances on physical completion. Use a job that finishes physically but fails at reconciliation (the stream-budget mapping in drain is one such case). The output-picture-only mutation doesn't cover it.
"Reconfiguration joins work without publishing unresolved results" is ambiguous. It must keep the journal records and fences, not discard them. Otherwise with_threads mid-stream loses outputs that direct decoding delivers.
Report the next barriers. Once outputs stop synchronizing, expect reference_unavailable and window_full to dominate. The diagnostic should report them alongside the ordinary per-input overlap counts.
Verdict: hold implementation until item 4's ceiling is measured. Items 1–3 must be specified in the design before code is written.

Review: no blocking issue at 9644f82 (delta from 8a1067d, which I cleared earlier). The current head 53dba6d adds only the design amendment on top. That amendment's four blockers, posted in my earlier comment, still stand, and this verdict does not cover them.
Scope read:ad6c4f4 (diagnostics), cee68c4 (reservation cap), dd1a2aa (CLI probe isolation), 9644f82 (sealing-barrier counter). I read every production hunk in scheduler.rs, dpb.rs, decoder.rs, parser.rs, sei.rs, lib.rs and thread_diagnostics.rs, the bench hook, the Cargo.toml lint line, and the workflow and script changes.
Diagnostics are off in normal builds.thread_diagnostic! expands to a #[cfg(hevc_thread_diagnostics)] statement. The module, Scheduler::has_work and the decoder/parser/SEI counter blocks all sit behind the same rustc cfg. A cfg is not a Cargo feature, so no dependent can turn it on, and the default and published feature sets are unchanged. The Cargo.toml line only registers it with check-cfg. The counters are thread-local, so concurrent tests do not pollute each other. No unsafe was added. All four commits are signed off with no co-author trailer.
Non-diagnostic behaviour changes, all checked:
scheduler.rs:579-588: the reservation is now min(entropy bound, picture_remaining - bound), and the separate picture-budget refusal is gone. Every job's budget equals the picture's remaining hard limit or a true upper bound on its work, so a job fails exactly where serial does. The stream check still refuses a reservation that does not fit.
scheduler.rs:225-234, 497, 727, 753: Outcome::result maps cabac_bin_budget to stream_cabac_bin_budget when the stream allowance is used up. It is now applied on drain and on the reserve-failure path as well as on forced flush.
dpb.rs:359-394, 1127-1143: resume_outputs, picture_outputs and must_bump now evaluate a constraint array with any. The predicates are identical and cannot panic, so dropping short-circuit evaluation is harmless.
Local run (macOS arm64, one build slot): 281 ordinary and 284 diagnostic-cfg HEVC lib tests pass. Mutations:
Mutation
Result
Remove the picture cap (.min(...))
caught by the picture-budget sweep and the cold entropy boundary test
Restore the pre-cee68c4c refusal
caught by the overlap assertion (picture_budget_caps_...:298)
Drop the stream-limit mapping in drain (scheduler.rs:497)
caught by both budget tests
Swap reorder/latency labels at picture sealing (decoder.rs:722)
caught by diagnostics_count_output_bumps_that_reconcile_at_picture_sealing (diagnostic cfg)
Drop the stream-limit mapping on the reserve-failure path (scheduler.rs:753)
not caught
resume_outputs ignores the latency constraint (dpb.rs:360)
not caught
Non-blocking:
The scheduler.rs:753 mapping runs only when jobs.try_reserve_exact(1) fails, and no test injects that failure. Its result matches drain by construction, but nothing pins it. The existing AdmissionFault hook could cover it cheaply.
Nothing exercises the latency arm of bump_constraints, whether in production resume_outputs or in the diagnostic OutputLatency count. The gap existed at 8a1067d too, because the refactor kept the semantics. A max_latency_increase_plus1 != 0 fixture would close it.
No CI job runs cargo test with --cfg hevc_thread_diagnostics. The diagnostic workflow only builds the example, so the two cfg-gated scheduler tests and the counter unit test (and the mutation-tested sealing hook) run only on a developer machine. A one-line lib-test step in an existing HEVC job would keep them live.
Still open from my 8a1067d review: no multi-slice hashed-picture test, and resume_outputs looks redundant with the sealing path.
Not verified by me: the Actions diagnostic and conformance figures quoted in the PR (they need R2 media and Actions). CI was not used, because of the known oracle outage. The PR text has no public CoreAV-vs-FFmpeg figure.

Design ruling: pending-budget boundary for the deferred-output journal (design at 53dba6d and 9eeaa99; this is not a code review)
CORE-663's counterexample is valid. Under a two-frame max_pending_bytes budget, the sequence send, receive, send, send ends with serial holding E2 and E3 and the pipeline holding E1, E2 and E3. Joining or publishing at the later sends cannot fix that, because only the caller's receive releases a frame. A one-extra-frame guard therefore cannot be sufficient. The divergence starts at the receive that returned None, so that call is where the rule has to apply.
Ruling 1: reconstruction may be deferred, visibility may not. The design must state this invariant:
At the return of every send_packet, send_eof and receive_frame, up to the first error in serial order, the native HEVC pipeline has delivered the same frames as the serial decoder driven by the same call sequence. It also holds the same number of frames, with the same bytes, counted against max_pending_bytes and max_decoded_bytes.
This yields three concrete rules:
Charge each slot at its normative output event. The caller thread detects every output event at the same call as serial, because parsing and DPB transitions stay on the caller. At that event the pipeline prepares and charges the slot's full packed size, exactly where serial's push charges it. A budget Limit therefore fires at the same call in both modes. That event is the only place the pending and decoded budgets are charged; publication fills an already charged slot.
receive_frame returns Some exactly when serial would. Before EOF, if any output event has not yet been received, receive_frame blocks until the front record's fence (all reconstruction submitted before that event) is joined. It then publishes the record and returns it. It returns None only when no output event is outstanding, which is also when serial returns None. If that fence fails, receive_frame returns the serial first error.
Every refusal reconciles the causal prefix before reporting. Any refusal from the pipeline (a pending, decoded or memory Limit, or a journal-bound hit) joins the causal prefix first. An earlier reconstruction failure wins. This is the existing first-error-in-serial-order rule, restated so that it explicitly covers sends the pipeline accepted after a failure serial would already have reported.
Your leaning, "deferral is opportunistic and degrades to serial for that step instead of refusing", is accepted as the general principle. I'm replacing its trigger. The pipeline doesn't compare held frames at the next send. Rules 1 and 2 keep the counts equal at every call boundary, so pending frames never diverge and no separate frame guard is needed. Degrading to serial still applies to everything else the pipeline retains (pins, scratch, journal metadata, worker stacks). That is charged against max_memory_bytes under the existing cold-admission rule.
Ruling 2: receive_frame returning None where serial returns a frame is not acceptable, even for callers that receive once per send.
The Decoder trait does allow None before EOF "when no frame is ready". Native HEVC deliberately promises more, because the cold-admission proof and the equivalence (concatenated frames plus the terminal result) depend on it.
The counterexample changes the terminal result, from success to a pending Limit, so it already breaks that equivalence.
The debt is not limited to receive-once callers. A receive-until-None loop also ends early on the first premature None, and the debt can build up across sends before a later drain repays it.
Letting the pipeline exceed the limit by its withheld frames would weaken max_pending_bytes, which the design already rules out.
Error timing. The pipeline may report a deferred reconstruction failure at a later call than serial does. That is the existing scheduled-input behaviour, and terminal-result equivalence permits it. It is consistent only if blocker 1 of my 53dba6d review is resolved as "frames whose output event precedes the first failure stay receivable, then the terminal error", in both modes. If the backend's fail() keeps clearing the queue, the serial reference loses those frames. The pipeline would then have to join all outstanding work on every receive, and no overlap would survive. The design should state that blocker 1 is resolved this way.
What this costs the ceiling. The 122/672 model ignores output barriers, so it is an upper bound that rule 2 will lower. Take a caller that receives until None after each send, with an output bump at the slice header of picture n+1 (C.5.2.2). The receive joins pictures up to n, while picture n+1, submitted in the same send, keeps running. For that caller, about two pictures in flight is the realistic peak, not three. Before implementing, rerun the header-only model once with this barrier. That means a receive-until-None schedule in which every output event's receive joins all earlier submitted pictures. Pursue the journal only if d11/d15/d19 and c00 to c02 still show useful overlap. This is cheap and needs no media beyond the existing run.
Required tests (implementation):
Per-call differential against serial. Use generated streams that include CORE-663's two-frame counterexample and a reorder stream. Run every call schedule over {send, receive, eof} up to a small length, crossed with pending and decoded budgets at each frame boundary ±1. Compare each call's result: Some frame identity, None, error kind, and the retained bytes after the call. The only permitted difference is a deferred reconstruction error reported later, and in that window the pipeline may return only frames serial also delivers.
Mutations that must fail:receive_frame returns None while the front fence is pending; a slot is charged at publication instead of at its event; the fence is narrowed to the output picture alone (the existing early-output regression).
The four blockers from my 53dba6d review are unchanged. This ruling settles the boundary that blocker 2 left open.

Delta check at head c99bea6d (from 288d5c65), scoped only to the automatic flag in the support test and the main-merge export resolution. This isn't a readiness claim for the PR. I found no blocking issue.
6363029, automatic arm.clipped_support_rows_are_exact_at_both_depths_and_picture_edges now iterates (Luma, Chroma) × automatic ∈ {false, true}. Both the expected-output call and each poisoned-row call pass automatic through to interpolate, and the assertions are unchanged: a poisoned support row gives Err(Error::Sample) and leaves the output untouched, and any other poisoned row gives the unpoisoned result. On x86-64 without the scalar feature, the true arm goes through Avx2::detect. On arm64 it falls back to the scalar path, so only x86-64 CI exercises the vector side. This closes my earlier note.
Export resolution. The kernel lib.rs at c99bea6d differs from main's parent c62f129c only by the hidden pub use inter::InterSupport. Main's single combined pub use inter::{combine_reference, interpolate_inter_scalar} (test-support) is kept once. Nothing is duplicated or lost, and the separate scalar export from before #520 is gone. interpolate still derives its rows, start, phase and observer range from one config.support(..). The diagnostic observer reports support.rows(). The second merge (c99bea6d) changes nothing in coreav-kernels-hevc or coreav-hevc compared with 6363029e.
Run (arm64, at c99bea6d). Kernel lib tests: 46/46 pass, 47/47 with --cfg hevc_thread_diagnostics, and support_tests 3/3. I didn't rerun HEVC, Clippy or CI. The new commits 6363029e, 0f25ff72 and c99bea6d are signed off and carry no co-author trailers.

Delta review of c99bea6d..ca5b132a (the SampleRows row window), scoped to this commit only. This isn't a readiness claim for the PR. I found one blocking issue in the new windowed entry. The ordinary full-view path is unaffected.
B1 (blocking before any caller passes a non-full window): the WPP above-right lookup in start_ctu ignores the window.decode_ctu_rows calls self.start_ctu(input, location, slice) before it builds the Walker. For the first CTU of a WPP row, start_ctu reads the slice of the above-right cell with Frame::cell(((x+1)<<ctb), ((y-1)<<ctb)) (syntax.rs:810). That is the global (y/4)*(W/4)+x/4 index. With the shortened cells vector it lands on a different cell, the current CTU row in practice, and does so without an error. Contexts then initialize from Contexts::new instead of the WPP checkpoint, or the other way round, and CABAC desyncs. I confirmed this with a scratch probe that wasn't committed. The setup was a 32×64 frame, WPP on, CTU raster 4, window origin 16, cell rows 0..8 in slice 1, and the current row in another slice. The serial path returns Err(intra_wpp_checkpoint) because above-right is available and no checkpoint exists. decode_ctu_rows reads the wrong cell, takes the reinit branch (wpp_restarts goes 0 → 1), and keeps decoding until Err(intra_cu_overlap). With a checkpoint present, it would misdecode without returning an error. The PCM window test doesn't catch this because its frame is one CTU wide (16) with wpp=false. Suggested fix: route that lookup through the window, for example by passing rows into start_ctu or by doing the check with Walker::cell. Then add a WPP case of at least 32 width to the full-vs-shortened comparison, with and without a saved checkpoint.
Checked and fine.
Every other walker cell and plane site goes through the window offset: protect, initialize, set_mode, skip, delta_qp, mark, transform marking, the PCM write, the residual and reconstruction copy, the inter destination, and the inter motion marking and read. SampleRows::full() keeps the ordinary path unchanged.
An address above the origin fails with checked_sub.
A missing cell returns Ok(None) only when y >> ctb_log2 > location.y. Location.y is in CTB units, so the comparison is right.
Collocated reads use the reference picture's own full cells. read_sao uses CTU-indexed filter_ctus.
The saved border replaces exactly row above_y/scale − 1, which covers the top, top-left and top-right intra references.
Non-blocking.
N1: private_row_intra_reads_use_unfiltered_top_border_and_local_cells uses a uniform border (37 everywhere). The poisoned row 31 does catch a wrong-row read, but an x-offset error in the border read would pass. Distinct per-x border values would close that.
N2: the None => Err(intra_cell_address) arm, for a missing cell in the current or a past row past the window end, has no test.
N3: filter.rs:649 (SAO protected via Frame::cell) is still global. That's expected while filtering stays out of the window, but it will need the same treatment.
Run (arm64, at ca5b132a).coreav-hevc lib tests: 287/287 ordinary and 300/300 with --cfg hevc_thread_diagnostics. I didn't run Clippy or CI. The one new commit is signed off and has no co-author trailer.

Review: no blocking issue for the delta ca5b132a..30bae266 (B1 fix plus scoped reference reads), at head 30bae266. This covers only this delta and isn't a readiness claim for the PR.
B1 is resolved.start_ctu now takes rows and resolves the WPP above-right cell through SampleRows::cell. Walker::cell_index and Walker::cell delegate to the same owner, so no current-picture cell lookup reaches Frame::cell before the walker exists. private_row_wpp_above_right_uses_the_window_with_and_without_a_checkpoint uses a 32-wide WPP frame at origin 16 and covers both checkpoint states. I swapped the setup lookup back to global Frame::cell as a mutation, and this test fails (left == right at syntax.rs:2554). The intra border now has distinct per-x and per-component values. The neighbour checks with empty cells give None for a future row (y=48) and Err(intra_cell_address) for the current row (y=32), which closes N1 and N2 from my previous comment.
Scoped reference reads.
predict builds InterPrediction once. It derives last_row from config.support(plane_width, plane_height, width, height), the same call and arguments the kernel's interpolate makes, so the guard's prefix and the kernel's reads come from one owner.
RefPlane::prefix keeps the full height for clipping and validates only rows of data.
Every reference access in interpolate stays a checked .get. The pre-pass over support.rows() rejects with Buffer or Sample before any output row is written. The AVX2 horizontal/vertical paths read only the copied scratch rows, never the reference slice, so a shorter slice can't reach the unsafe loads.
When I made ReferenceRead::plane one row short (checked_add(0)), 15 HEVC tests failed.
Motion probes take one ReadSupport::Motion { row } capability per candidate and refuse y > row. A wrong read kind returns Internal(reference_read_kind).
reference_info keeps the early missing-reference and format checks.
ReadyReferences and Dpb both use the default read_reference.
Run (arm64, at 30bae266). HEVC 289/289, 302/302 with --cfg hevc_thread_diagnostics, kernels 47/47, all mutations reverted. I didn't rerun Clippy or CI. The one new commit is signed off and has no co-author trailer.
Review: no blocking issue for the delta 30bae266..b187bd74 (47da8850 filter bands plus the signed main merge b187bd74), at head b187bd74. This covers only this delta and isn't a readiness claim for the PR.
Filter bands (47da8850).
deblock_rows keeps horizontal edges with rows.start < edge·scale ≤ rows.end, so each edge is filtered exactly once across bands. The lower boundary belongs to the band that ends there. Vertical edges cover only the band's own rows, so the per-edge work counters partition.
Every sample read and write_edge write subtracts storage.offset. The p and q cells come from storage.cell. filter_ctu stays CTU-indexed.
sao_rows iterates only the band's CTB rows, translates the destination, source and neighbour addresses, and takes protected through storage.cell. It keeps the full-picture width/height for edge clipping.
Frame::cell is now #[cfg(test)], so no production path can reach the global cell lookup any more.
The range checks reject unaligned or out-of-picture bands: 8-row alignment for deblocking, and CTB alignment for SAO except a final band that ends at the picture height.
Merge (b187bd74). Main's #502 touches only coreav-kernels-hevc/src/inverse*, so the auto-merge changed nothing in reconstruction/, and the row-window addressing is unaffected. The one conflict is hevc-reference.yml. Its resolution gates both reference and threading on !inputs.inverse and keeps all of the PR's thread-only switches. test_hevc_threading.py passes 32/32.
Mutations, each caught by private_filter_bands_match_whole_picture_samples_and_counts. Each was reverted afterwards.
Excluding the lower boundary (>=).
An untranslated SAO destination address.
A global q-cell lookup in deblocking.
Non-blocking, for the producer unit. These primitives don't enforce two orderings that the test sets up by hand. The vertical edges of band k+1 must be filtered before the horizontal edges of band k. The SAO source must carry the saved pre-SAO row above the band, because the published rows are already post-SAO. The producer should own both orderings and have a regression test that fails if either is dropped.
Run (arm64, at b187bd74). HEVC 290/290, 303/303 with --cfg hevc_thread_diagnostics, kernels 49/49. I didn't rerun Clippy or CI. 47da8850 and the merge are signed off and have no co-author trailers.

Review of the raster producer/store unit 3ec4049c, at head 21308aac. I compared against the 9cf7ad4 tree, which is byte-identical to the b187bd74 tree I cleared, and the main merge 21308aac has no HEVC changes and no conflict hunks. This covers only this unit and isn't a readiness claim for the PR. There is one blocking issue, and it is test evidence, not a code defect.
B1 (blocking): nothing fails if the producer stops supplying the unfiltered intra top border.decode passes above: (window.reconstructed != 0).then_some(&window.intra), and row_complete captures window.intra from the last row beforedeblock_rows(.., false, ..). That ordering is correct by reading. However, when I replaced the line with above: None, all 302 tests still passed. With that change the next CTU row intra-predicts from the vertically deblocked row. So neither the generated 16×512 intra/inter jobs nor any other test produces a vertical deblocking change in the last row of a CTU row that the next row predicts from. This path is now live for eligible jobs in the scheduler, and threaded CI is skipped during the oracle outage, so a regression in the capture order (capturing after deblocking, or dropping the border) would misdecode with no failure. To clear this, add a generated raster-versus-whole case in which an 8×8 TU edge with bS>0 changes row ctb−1, and the CTU below takes intra top or top-right references from it. Assert both that the deblock changed that row and that the samples and counters stay identical. Then show that above: None fails it.
Checked and fine.
Lock and finish ordering. Every path takes storage before progress: commit, finish and the second phase of read. fail takes only progress, and waiters drop progress before taking storage.read(). finish sets Finishing under both locks, moves the backing out, runs retain outside the locks, checks identity, index and heap_bytes (so nothing is copied), and then sets Complete. The publisher is consumed, and its Drop runs after the local guards are released. fail never overrides Complete, so a successful finish stays complete, and every error, panic or early outcome drop fails the store. Scheduler::drop fails row stores before it joins. Guards are per probe or per list, so no recursive read can meet a waiting writer.
Owner dedup and reservation. The job keeps self.reservation + full heap − (record + backing), and the sealed publication counts record + backing through Publication::bytes. bytes() now also walks each job's own publication and skips it when the DPB owns it, so the total equals the Whole path with nothing double-counted. The conversion charges the full frame plus the window under sources + full + 2·W·H, inside the queued W·H·4 scratch. Decode is still limited by the original reservation, and the window never grows after conversion because advance resizes within capacity.
Ordering. Vertical edges of row k+1 run before the horizontal edges and SAO of band k. The saved pre-SAO row replaces the SAO source row above the band (dropping it fails private_filter_bands_match_whole_picture_samples_and_counts). Motion commits precede sample commits, and the published prefix is never rewritten (removing the dirty.start check fails invalid_commits_latch_failure_without_overwriting_published_samples). Removing the fail in RowPublisher::drop fails dropping_the_only_publisher_wakes_motion_and_sample_waiters.
No blocking reads.references() and required_references() drain until dpb.reference succeeds, which needs Complete, so with overlap off no job ever blocks in RowStore::read. RasterReferences also refuses a row-backed reference with an index at or after the consumer.
Non-blocking.
When I made the job keep its full reservation (counting the store twice), no test failed. Over-counting is the conservative direction, but no test pins exact accounting.
After a successful try_from_full, a failure in RowStore::new or current_identity propagates and loses the frame instead of falling back to Whole. These are internal invariants, so this is acceptable as long as it stays that way.
Run (arm64, at 21308aac). HEVC 302/302, 315/315 with --cfg hevc_thread_diagnostics, kernels 49/49. All mutations were reverted. I didn't rerun backend, decode, Clippy, Python or CI. 3ec4049c and 21308aac are signed off and have no co-author trailers.

Review: no blocking issue for the B1 follow-up 21308aac..358358a7 (one commit, test and docs only), at head 358358a7. This covers only this delta and isn't a readiness claim for the PR.
B1 is resolved.raster_intra_top_border_precedes_vertical_deblocking seeds the top CTU of a 16×32 picture with an 80/86 step at x=8 and with 8×8 edge and transform-edge metadata. It then runs the real Window::row_complete and asserts:
window.intra[0] equals the unfiltered row ctb−1;
that row changed in the frame;
deblock_changed_samples[0] > 0 and boundary_strengths[2] > 0.
After that it decodes the lower CTU through Producer::decode (intra, non-PCM) and compares planes, CABAC bins, stats and inter_stats against decode_full plus finalize, at 8 and 10 bits.
I applied the same mutation again myself: with above: None in production decode, this test now fails at raster.rs:584 with differing planes, and it is the only failure (302 of 303 pass). Without the mutation, HEVC passes 303/303 and 316/316 with --cfg hevc_thread_diagnostics (arm64). The mutation is reverted.
I didn't rerun Clippy, backend, decode or CI. 358358a7 is signed off and has no co-author trailer.

Review: no blocking issue for the test-only delta 358358a7..9759cd8b (one commit), at head 9759cd8b. This covers only this delta and isn't a readiness claim for the PR.
No runtime or unsafe change. The diff touches only tests/memory.rs, test-support/, scheduler_tests.rs, Cargo.toml and Cargo.lock. coreav-counting-alloc comes from the existing tools/counting-alloc crate, which is already on main with its GlobalAlloc surface listed in docs/unsafe-sites.md. It is added only under [dev-dependencies], which is the placement the crate's own rule in unsafe_sites_check.py allows. I couldn't run that script locally because this machine has no Python 3.11+ (tomllib), so CI's run is the evidence for it.
The generator move is unchanged. Line by line, test-support/raster.rs matches the removed raster_stream, except for the rename to stream and the swap of profile(..) for pcm::fixture_profile(.., 8). Those two profile writers emit the same bits at depth 8. scheduler_tests.rs reuses the moved generator through #[path]. In Writer::rbsp, len() & 7 != 0 is equivalent to !is_multiple_of(8).
The integration binary is sound. It holds a single #[test], so measure_process sees only this decode. It covers the tiny PCM positive control (exact hash), a bisected cold boundary with low/high/high+1 identical across 1/2/4/8 threads, and eager and deferred receives, with zero trough and zero live bytes. I reproduced the peaks exactly: 1,192,054 bytes (intra) and 1,199,094 bytes (inter) at 2, 4 and 8 threads, and 401,744 and 427,794 bytes at 1 thread. The 32 MiB envelope is loose against those numbers, which matches your own description of it as an envelope rather than an S claim.
Run (arm64, at 9759cd8b).coreav-backend-hevc --test memory passes 1/1, HEVC lib 303/303. I didn't rerun Clippy, decode or CI. The commit is signed off and has no co-author trailer.

TL;DR
Background
Native HEVC currently parallelizes only wavefront rows. Pictures without that syntax remain serial even when their references are already complete.
What changes
After merging: None.
How it works
sequenceDiagram actor C as Caller participant B as Native HEVC backend participant D as Parser and DPB participant W as Picture workers C->>B: Existing decoder thread setting rect rgb(254, 243, 199) Note over B,W: Changed from serial picture reconstruction B->>D: Scheduled NAL input D->>W: Owned picture work and complete reference snapshots W-->>D: Results reconciled in coded order end D-->>C: Complete pictures in presentation orderDecisions
