Final validation — Phase 1 + Phase 2
Verified the supplied findings against head d3c65c4 and retained one non-blocking regression-test suggestion; no blocking defect was confirmed. Current CI shows all reported build, test, lint, and cross-platform checks passing, superseding the earlier pending snapshot. This verification was static; no local builds or tests were run.

In `pkgs/params/src/llmq.rs`:
- [SUGGESTION] pkgs/params/src/llmq.rs:69-83: Cover the new quorum lookup and no-quorum boundary
The new `LlmqType::params()` lookup has no direct test coverage, and the existing quorum corpus tests do not exercise its mappings or the new `0xff` sentinel. Exhaustive matching cannot detect returning another quorum's configuration, particularly where the three shared test configurations must remain distinct from the rotated and Platform configurations. Add integration cases using independent expectations from Dash Core's `available_llmqs` table (https://github.com/dashpay/dash/blob/0364ed626ec2eaa518bf1ae4a0566ce638c7fe18/src/llmq/params.h#L138-L535). Also assert that `[0xff]` decodes to `LlmqNone` and encodes back unchanged, that its lookup returns `None`, and that a genuinely unknown byte such as `0xfe` preserves its raw value and also returns `None`. These cases would protect the new behavior rather than merely restating the associated constants.

## Additional Information
* As mentioned in [rust-dashcore#1223](dashpay/rust-dashcore#1223), currently `dash-params` pulls in `codec` despite it not being integral to the crate's functionality, which saddles downstream consumers with otherwise-unwanted packages into the dependency graph. Continuing [base-sdk#83](#83), we can now make `codec` optional as it is now _underneath_ `dash-primitives` (where otherwise `codec` is essential to the crate and cannot be turned off).
* [base-sdk#90](#90) consolidated our Bazel workflows to be per-platform workspace-wide rather than per-platform per-workspace to deal with runner contention, in the process we switched to our own self-hosted caches to work around cache thrashing due to the 10GB limit on caches by GitHub ([source](https://docs.github.com/en/actions/reference/workflows-and-actions/dependency-caching#default-limits)).
Part of this effort was relying on the Bazel [Remote Asset API](https://github.com/bazelbuild/remote-apis#remote-apis). Due to a quirk in how authentication headers are sent, the reverse proxy was unhappy with the duplication and dropped the query entirely, resulting in longer-than-expected runner occupation. This has been stepped around by using `--remote_cache_header`.
* As we plan on offering FFIs, the Bazel build configurations need to be split into standard and portable builds, differentiated by `portable` feature enablement _and_ setting build flags to match. A minor patch to our pinned [`rules_rust`](https://github.com/bazelbuild/rules_rust) was required to ensure it was correctly propagated.
* With the publication of v0.2.0-beta crates in [base-sdk#75](#75), a new project board was created for tracking v0.3.x series crates ([source](https://github.com/orgs/dashpay/projects/15)). This required a minor update in our workflow automations.
