feat: let members wait to follow developers who aren't on /dev/null yet - #1407
Stacked on #1406. An unclaimed developer's page now shows how many members are waiting to follow them, and members can join with a Follow button. When the developer signs up, everyone waiting follows them. That's the FOMO #648 was after: "14 members are waiting to follow you here".
Who's waiting:
the members who followed the developer on GitHub when the page was looked up;
the members who clicked Follow on the page. The button then reads Waiting, and clicking it again stops waiting.
Members also see the people they follow among those waiting. Guests only see the count, since who follows whom is for members.
Changes
One table for every pending follow:pending_organization_follows (user_id, github_id, created_at), in production since 2026-11-01, is renamed pending_follows, keys included. It now holds the waits toward developers as well as organizations, by GitHub ID.
Why: it holds the waiting count and the follows to create when the account shows up.
Who sees it: everyone sees the count; members see the people they follow among the waiting; the user sees their own rows in their export.
When it's deleted: when the account shows up (the rows become follows), when the member stops waiting, or with the member, through the existing cascade.
Rows are keyed by GitHub ID, so a removed unclaimed profile keeps its waiting members for its next lookup.
During the deploy, code still running against the old table name fails briefly. The import job retries.
At lookup time, for a new unclaimed profile:CreateGitHubProfile reads the developer's GitHub followers (up to 10 pages) before the profile exists, so a sign-in can't slip in between. It keeps only the members as pending follows.
At sign-up:CreateFollowsFromPendingFollows turns pending follows into follows, each with the usual follow notification. It runs in UpdateOrCreateUser, only for a new user.
Follow button:PendingFollowController store and destroy, which answer 404 unless the profile is unclaimed. The button is optimistic and rolls back on failure. Right after a click it doesn't turn into "Stop waiting" under the pointer.
Deleting and exporting:
The member's rows go with them, through the existing cascade.
The export's pending_organization_follows becomes pending_follows: the GitHub IDs of every account the member waits for.
The knowledge base and privacy policy mention it.
Decisions
From the /interview, plus three follow-ups while building:
Where do the waiting members come from? From the developer's GitHub followers, read when they're looked up, plus the Follow button. This replaces the plan to store every member's GitHub followings and backfill them:
nothing is stored about people nobody looked up;
no backfill;
it misses members beyond a very popular developer's first 1,000 followers.
Notification at sign-up? The usual follow notifications. The inbox already groups a day's follows into one row ("@sam and 39 others followed you"), so no new notification type is needed.
One table or two? One: the organization waits and the developer waits are the same thing, a follow waiting for an account to show up, so they share pending_follows and the export's pending_follows.
Where does your own pending follow show? Only on their page. It isn't in your Following list or count.
Visual evidence

Device verification
Phone layouts were checked with 390×844 viewport emulation in Playwright Chromium, not on a device. The member view on mobile wasn't captured, since only the button changes there.
Limitations
Looking up a new developer now makes up to 10 more GitHub calls to read their followers, under the same rate-limit floor. If one fails, the lookup fails, and the member tries again from the page.
The waiting count from GitHub is fixed when the developer is looked up. Members who follow them on GitHub later don't count, unless they click Follow.
Summary by CodeRabbit
New Features
Members can wait to follow developers who haven’t joined yet, see how many people are waiting, and cancel their request.
Profile pages can show which followed members are also waiting.
GitHub follows can be imported as pending follows for developers who haven’t joined.
Improvements
When a developer joins, waiting members automatically follow them and receive a notification.
Data exports include pending follows for developers and organizations. Pending follows are removed when the associated member account is deleted.

Walkthrough
The change adds pending follows for unclaimed developer profiles. Members can start or cancel a wait, and profile pages show waiting counts and selected waiting members. Matching GitHub followers become pending follows and convert to follows with notifications when a developer signs up. Exports and account cleanup use the generalized pending-follows data.
The migration renames the pending-follows table. Routes and actions add or remove pending follows for unclaimed profiles. Organization-follow handling and related tests use the renamed table.
Matching GitHub follower IDs become pending follows for unclaimed profiles. When a developer is newly created, matching waits become follows with notifications, and their pending records are removed.

The profile response includes waiting counts and viewer state. The page shows waiting information and lets signed-in members start or cancel a wait.
Exports, account cleanup, and descriptions app/Actions/CreateExport.php, tests/Feature/Controllers/ExportControllerTest.php, tests/Unit/Actions/DeleteUserTest.php, KNOWLEDGE_BASE.md, resources/js/pages/privacy/show.tsx
Exports use pending_follows for organization and developer waits. Account-deletion tests cover pending follows. The knowledge base and privacy policy describe the behavior.

Merge Risk: Moderate · previous review dccda
Handle changes can erase waiting follows, and a cancellation racing with sign-in can still leave a follow in place. Resolve or explicitly accept these risks before merging.
Security architecture risk: Moderate · up to dccda
Stopping a GitHub-derived wait can be undone by the follow import at sign-up. The database rename also requires coordinated deployment and recovery to avoid failures when old and new versions overlap. Authentication and member-level ownership controls limit the exposure.
Retained concerns
Medium · security · inferred: Cancelling a GitHub-derived wait has no durable precedence over signup import. If the member still follows the developer on GitHub, deleting the pending row does not prevent the developer's first-sign-in import from restoring the follow and creating its notification. The importer existed before this PR, but the newly introduced cancellation control is ineffective against that producer. This can expose a member relationship despite the member having stopped waiting.
Medium · reliability · inferred: The immediate table rename creates a shared rollout and recovery boundary: old organization-import and export consumers cannot operate against the renamed table, and returning to the old application version alone does not restore compatibility. Import retries provide limited recovery, but deployment ordering and worker draining are not evidenced. This is a failure-containment and rollback concern, not a requirement to violate the repository's forward-only migration policy.
Security review details
Security Blast Radius
inferred — The cancellation issue affects members who cancel a wait but remain GitHub followers when the target's people import runs. A target controls their own signup, not arbitrary member identities. The supported outcome is restoration of a social-graph edge and its notification; broader credential or cross-service compromise is not established.
Security Findings and Attack Paths
inferred — A member cancels an imported wait, removing the pending row. The developer later signs in, and the queued importer fetches current GitHub followers independently of pending state. Its syncWithoutDetaching operation can recreate the cancelled member's follow. Pending-row deletion therefore cannot enforce cancellation across all follow producers.
Trust Boundaries and Controls
observed — The new mutation routes use the authenticated route group, UUID profile constraints, and follow throttling. Controllers derive the actor from CurrentUser; request authorization rejects claimed profiles, and creation repeats the profile-state check under a lock. These controls prevent the inspected path from accepting a caller-selected owner for a wait.
Resilience and Maintainability Implications
observed — Pending rows retain composite-key deduplication and user-deletion cascade. Signup conversion shares the enclosing creation transaction, and follow notifications use insertOrIgnore with a per-follower key. These controls bound duplicate state and partial database commits, but do not preserve cancellation against independent imports.
Hardening Proposals
proposed — Define cancellation precedence across pending conversion and GitHub import, with a durable suppression decision honored by every producer. Serialize cancellation with claim conversion so a successful cancellation has an unambiguous terminal outcome.
proposed — Make the schema cutover and recovery sequence explicit: coordinate old readers and workers, or provide a temporary compatibility phase. Recovery should follow the repository's forward-only migration policy.

Serialize cancellation with profile claim.
If a member stops waiting while the developer signs in, conversion can read the pending row before this deletion commits. Conversion can then attach the follow and notify the developer after the member’s cancellation succeeds. Lock the same profile during deletion. If conversion wins the lock, handle the newly created follow instead of deleting zero pending rows. PostgreSQL row locks do not block the conversion’s current plain read. (raw.githubusercontent.com)

Review comment at @app/Actions/DeletePendingFollow.php at line 18:
Update DeletePendingFollow to serialize cancellation with profile conversion by
acquiring the same profile lock before deleting the pending follow; ensure
conversion also uses a lock that blocks this claim, since its current plain read
is insufficient on PostgreSQL. If conversion acquires the lock first and creates
the follow, make cancellation handle that follow rather than treating a zero-row
pending deletion as success.

Not changing this. The window needs the member to stop waiting in the same few milliseconds as the developer's sign-up, and the worst outcome is that the member follows someone they meant to stop waiting for, which one click undoes. Closing it fully would also mean deleting the follow the conversion just made, a lot of code for that case. CreatePendingFollow locks because the opposite race left a row that was never converted.

@mnapoli Understood. You accept the cancellation race because the member can undo the resulting follow. The CreatePendingFollow lock prevents a different outcome: a pending row that never converts. I won’t press for this change.

Roll back the optimistic state when the visit is canceled.
WaitButton updates the state and count before router.visit(...). A canceled visit does not use the HTTP or network-error rollback, so the button can remain Waiting with an incorrect count. Add the cancellation rollback used by the existing follow implementation.
