Add English and Simplified Chinese UI with persistent language preferences, keeping upstream English as the default. Public/auth pages expose a clear language control; signed-in users can change language from their account menu/settings, and the editor offers it in its own controls rather than floating over generated previews. UI language remains separate from the language requested for AI answers or generated apps.
Translations cover routes, nested dialogs, validation/toasts, dynamic execution labels and empty states. Language preferences persist through the account API and browser storage with visible save failures. Behavioral selectors use stable values: skill/rule creation no longer compares translated titles, analytics direction no longer compares an English metric label, and speech recognition uses the selected locale.
This branch incorporates the execution/plan lifecycle work in #58 (which includes #55). Review/merge #58 first to isolate the localization changes. No downstream brand, domain, logo, credentials or application data are included.
Validation: production Next.js build and targeted ESLint pass; catalog checks and real React component regressions pass in both locales. A downstream production install was checked in its browser. Two existing Web NotebookLM type errors and 11 existing API index/preview-proxy errors remain outside this change. Microphone hardware, every third-party widget, every browser and provider are not exhaustively tested; model-generated language still depends on the user's prompt/provider.
