Writing a new file has nothing to read first, so teams whose subagents write report and evidence files got a false 'edits more than it reads' finding. The detector now counts only Edit-type calls. EDIT_TOOL_NAMES stays as is because act report baselines were recorded with it.

Writing a new file has nothing to read first, so setups where subagents write report and evidence files got a false "Claude edits more than it reads" finding (reported by a multi-agent team: 1.2:1, almost all of it new files).
detectLowReadEditRationow counts only Edit, FileEditTool and NotebookEdit as edits.EDIT_TOOL_NAMESis unchanged on purpose:act reportbaselines for already-applied fixes were recorded with it, so changing it would skew their verdicts.tsc clean, optimize, optimize-fs and act-report tests pass (218).
