Add .github/workflows/tests.yml to run the existing tests on push and pull request using Python 3.11.

The workflow installs .[dev] with python -m pip install ".[dev]" and runs pytest -q, with read-only repository contents permission.

Validation: main has no workflows or AGENTS.md; pyproject.toml declares Python >=3.10 and pytest in the dev extra. YAML syntax and both triggers validated. Initial CI on Python 3.10 installed successfully but reported 8 failed / 5 passed because existing src/api_ws_suite/ws_probe.py uses asyncio.timeout, which is unavailable in that runtime. The workflow uses Python 3.11 to support the existing code. pyproject.toml and source code are unchanged. Final CI results are in this PR's checks.

Only the workflow file is added. No badges, refactoring, or other changes.

Closing as superseded by #5, which has already been merged and provides the Python 3.10, 3.11 and 3.12 CI matrix in .github/workflows/tests.yml.

Reverified on 2026-10-01: this PR remains open with mergeable=false and proposes the older Python 3.11-only workflow. The matrix is present on main, and main workflow runs 36872038260 and 36872643625 are both completed/success.
