Integrate recovery, work continuity, and CI incident tracking

Integrated into main as locally authored squash commit b413a98468786fa528d312ea956f36f5a359fef0. Its tree exactly matches the fully validated PR head 5e1d119. GitHub rejected rebase merging this branch's merge history; a normal fast-forward main push preserved the linear history and heznpc-only author identity. This PR is closed because its content is integrated. The new main commit's CI is running.

Repeated GitHub Actions failures previously arrived as disconnected notifications, while main was also missing accumulated recovery and work-continuity changes. This integration includes those source changes and adds a CI incident view under Work: failures are grouped by repository, workflow, branch, event and diagnostic, linked to local projects, and marked recovered only after a newer successful run in the same lane.

The first collection is silent. Optional five-minute checks while Modore runs notify only for new incidents and verified recoveries. The view includes bounded log evidence, GitHub links and a repair-request copy action. CLI refresh/status and a read-only MCP status tool share the local journal. Cancelled, unreadable and out-of-window runs remain unverified; closed PRs have a separate inactive state. GitHub email settings are independent.

The integration also contains storage/CPU alerts, recovery UX, environment/resource controls, iPhone cleanup, managed turn-resource cleanup, localization and QuotaPie session linkage. CI fixes pin the model-test locale and ad-hoc DMG signing and cancel superseded runs. Project assembly is reused until its source publications change, preventing repeated full-session work during UI redraws. Deadline tests now allow whole-second startup granularity and measure notification cancellation from notifier startup, retaining child-process cleanup assertions.

Validation:

• Full local Python suite: 1,300 passed, plus 2 subtests.
• Final affected Python scope: 141 passed.
• Final macOS model suite: 561 passed.
• Source-release artifact audit passed; native release app built, CI view opened interactively, evidence expanded, and manual refresh fetched seven live repositories without lookup errors.
• Remote CI on 5e1d119: all six jobs passed, including Linux/macOS Python, Windows contracts, Python 3.9 source CLI, iPhone tests, macOS model/archive/restore tests, and the full Universal 2 DMG build and audit. CodeQL passed as well.
