gh-127388: Restore WeakValueDictionary.itervaluerefs documentation

Restore the documentation for the public WeakValueDictionary.itervaluerefs() method and apply the existing weak-reference lifetime warning to both reference methods.

The Python 3 mapping-interface change in ecaab83 removed this documentation while retaining the method. It remains a generator in the current implementation and is covered by the existing weakref tests.

Fixes #127388.

Validation:

• Confirmed the iterator protocol, weak-reference results, and collection of referents on the current CPython debug build.
• All weakref tests: 140 tests, 4 skipped.
• Full HTML documentation build with warnings treated as errors.
• Sphinx lint and patchcheck.
