Follow-ups from a review of #2857, for the gaps that could lose data or let in-cluster traffic act as any user.
Blocked projects refuse lexicon writes. FwHeadless now answers 409 /problems/sync-blocked for a write while the project is blocked from syncing. A blocked project doesn't harmony-sync, so the write would sit only in the headless copy and could be lost when the block is resolved, after the client was told it succeeded. Reads still work. The OpenAPI descriptions list the new problem type.
regenerate-snapshot requires commitId. Without it, the snapshot (the merge base) came from the live headless CRDT copy. Since Ship the lexicon API on Lexbox, served by FwHeadless #2857 that copy also takes harmony syncs and lexicon writes, so a regenerate could capture entries FieldWorks has never seen, and the next merge would delete them as FieldWorks deletions. The commitId path already snapshots a forked copy cut off at that commit, so it stays. Missing commitId is now a 400, on Lexbox and FwHeadless.
The sync-block flag can't be misread mid-write.ProjectMetadataService wrote metadata.json with File.WriteAllText (truncate, then write), and an unreadable file is treated as "not blocked", so a lexicon write racing with a block, such as the automatic one on hg rollback detection, could slip through. It now writes a temp file and moves it into place, and is registered as a singleton so its lock is shared across requests and the sync worker.
NetworkPolicy for fw-headless. FwHeadless trusts the X-Lexbox-* identity headers and has no auth of its own, so only app: lexbox pods in its own namespace may reach it now. Unlike hg's policy, it doesn't admit the other namespace, because staging and develop share a cluster and each lexbox calls its own fw-headless. Port-forwards and kubectl exec aren't affected.
Tests
LexiconApiTests (integration, one merged sena-3 copy for the class):
listing returns the project with the caller's role
an Editor can create, read and delete an entry
an Observer can read but not write
a non-member gets 403 and an unknown project gets 404
a send/receive token is refused
a write to a blocked project gets the 409
LexiconProxyTests (unit): the forwarded request drops the caller's Authorization, Cookie and jwt, and replaces caller-supplied identity headers.
Not in this PR: the merge itself still doesn't wait for a harmony sync or lexicon write already in flight. #2512 (merge against a fork, snapshot from the fork) closes that window.
Test plan
CI builds and check-generated passes. I couldn't restore NuGet packages in my environment, so I updated openapi/public.yaml by hand (description text, commitId now required). Nothing here was compiled or run locally.
LexiconProxyTests passes
LexiconApiTests passes in the integration job
After deploying to develop, lexbox can still reach fw-headless (media, merge, lexicon API) with the NetworkPolicy in place
…ot regeneration to a commit, restrict fw-headless ingress
- FwHeadless refuses lexicon writes with 409 /problems/sync-blocked while the project is blocked from syncing.
A blocked project doesn't harmony-sync, so the write would only live in the headless copy.
- regenerate-snapshot requires commitId. Without it the snapshot came from the live headless CRDT copy, which
harmony syncs and lexicon writes now change at any time, so the next merge could read unmerged entries as
FieldWorks deletions. The commitId path snapshots a forked copy cut off at that commit.
- NetworkPolicy: only lexbox pods may reach fw-headless, which trusts the X-Lexbox-* identity headers.
- Tests: lexicon route authorization and blocked writes (integration), proxy identity header handling (unit).

Walkthrough
The changes add conflict responses for writes to sync-blocked projects and require a commit ID for snapshot regeneration. They add tests for project access and proxy identity forwarding. A NetworkPolicy permits ingress to fw-headless pods from lexbox pods in two namespaces.
sillsdev/languageforge-lexbox#2842: This PR hardens the lexicon API over FwHeadless, but does not implement the proposed FW Lite client integration.

Explanation
The title names three real changes in the changeset: blocked lexicon writes (409 sync-blocked in LexiconRoutes.cs), commit-pinned snapshots (commitId made required in MergeRoutes, SyncController, FwHeadlessClient), and fw-headless ingress (the NetworkPolicy in fw-headless-deployment.yaml). It is a single sentence of 10 words, so it is specific enough for a teammate scanning history. It is a list of three items rather than one main point, so it is not a perfect summary, but it is related to the changeset and not vague.

If FwHeadless cannot find commitId, it returns 404. FwHeadlessClient.RegenerateProjectSnapshot returns only the response body, so Problem(result) returns a default 500 instead of the documented 404. Preserve the downstream status in the client result and return it here. (raw.githubusercontent.com)

Staging and develop share a cluster, so the cross-namespace rule copied from hg let develop's lexbox
reach staging's fw-headless. Each environment's lexbox calls fw-headless in its own namespace.

On CodeRabbit's outside-diff finding (an unknown commitId on regenerate-snapshot returning 500 instead of 404): that behaviour predates this PR, so it's fixed separately in #2880, which passes FwHeadless's status code through FwHeadlessClient to SyncController.
GHA integration tests / dotnet failed on 1048dff (Write_WhenProjectBlocked_IsRefused got 201), but not because of this PR's code. setup-k8s pulls lexbox-fw-headless:<version> only if it's already published, and otherwise falls back to fw-headless:develop. This job started at 05:03:42, a minute before the FwHeadless image for this commit was published (05:04:49), so it ran against develop's FwHeadless, which doesn't have the blocked-write check yet. On 0458469 the image was published first and the same test passed. I've re-run the job once now that the image exists. The race itself is pre-existing in .github/actions/setup-k8s, and I haven't changed it here.
ProjectMetadataService was scoped, so its file lock didn't span requests,
and File.WriteAllText could expose a truncated metadata.json to a concurrent
reader, which LoadMetadata treats as "not blocked". Write to a temp file and
move it into place, and register the service as a singleton.
