Prevent infinite weights from producing a NaN CDF.

Categorical::new(&[1.0, f64::INFINITY]) succeeds but stores a NaN in norm_cdf. Sampling or calling inverse_cdf(0.5) then panics. Reject infinite weights during construction, or define a valid normalization for them.

only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.

Review comment at @src/distribution/categorical.rs around lines 141 - 142:
Update Categorical construction so infinite weights cannot produce NaN values in
norm_cdf: reject them during validation, or establish a valid normalization that
keeps the CDF ordered and usable by sampling and inverse_cdf. Preserve existing
behavior for valid finite weights.
