build(API): fix CI on ubuntu-26.04 runners - #1351

Pin ruby/setup-ruby to v1.335.0 and point lawa-ci at phrase/actions main, which includes the same bump. The old v1.178.0 pin reports ubuntu-26.04 runners as self-hosted and fails. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

ubuntu-latestis now ubuntu-26.04, which broke several CI jobs:phrase/actions/lawa-ci@v1pinsruby/setup-rubyv1.178.0, which doesn't recognise 26.04 and reports it as self-hosted.3.2.1(test-ruby) and3.1.3(lawa.yml; no 3.1.x exists at all) are unavailable.jaro_winkler1.5.6, pulled in byrubocop ~> 0.66.0in the generated Ruby client's Gemfile, fails to compile its native extension on 26.04.Changes
