… judges every move (row 163) OWNER 2026-10-12 "ModernCI only"; 2026-10-13 "delete anything you don't need anymore, yes" and "we keep the busbar-release repo, slimmed down. ModernCI replaces its CI half; the busbar-specific tools stay." Spec Part 6 gains the ruling (keep/delete lists, the ladder on .ci/*.yaml, the oracle home) and the passages it supersedes are struck, Part 5's DEV-GREEN item 6 included. - .github/workflows/promote.yml deleted: the busbar-release hop ran on every PR into dev/qa/main and ended INFRA every run (R2 keys unset). - workflow-rules: R16 (engine pin), R18 (promote.yml release artifact), R19 (hop R2 keys) go with the file they held; the R1/R11/R14-flow mutations move to plugin-ci.yml and planted files; MIN_WORKFLOWS 5 -> 4 (the four plugin-*.yml workflows). - no-self-filed-issues: discovery floor 5 -> 4, the same workflow count. - infra: the "every gate the pipeline calls is registered" test reads .ci/*.yaml, the pipeline. - .ci/predev.yaml: no longer a shadow; gates requires git-history as in .ci/default.yaml. - RELEASE.md, required-status-checks, CONTRIBUTING, README badge, actions-pins: the ladder is ModernCI's.

Row 163 (busbar-release retired from busbar), first PR.
What
.github/workflows/promote.yml. It ran busbar-release's engine (org varsENGINE_REF/ENGINE_SHA256) on every PR into dev/qa/main and ended INFRA on every run because the R2 keys are unset. It last ran 2026-10-13 16:01Z on promote predev into dev #740.workflow-rulesdrops R16 (engine pin), R18 (promote.yml's release-artifact wiring) and R19 (the hop's R2 write keys). Their only subject was promote.yml. The R1, R11 and R14-flow selftest mutations move toplugin-ci.ymland to planted files, so every remaining rule is still proven RED.MIN_WORKFLOWSgoes 5 -> 4, the fourplugin-*.ymlworkflows that remain.no-self-filed-issuesdiscovery floor goes 5 -> 4, the same honest workflow count. This is a discovery floor: it now equals the tree's real count, so it still catches a collapsed scan. It is not a ceiling raise.xtask/tests/infra.rs: the "every gate the pipeline calls is registered" test now reads.ci/*.yaml, which is the pipeline now. It fails if a branch file ever calls an unregistered gate, and it fails if the scan reads no gate call..ci/predev.yaml: the "Shadow while busbar-release still decides" line is removed, andgatesgainsrequires: [git-history], as.ci/default.yamlhas (it reads the merge-base)..ci/*.yaml, where the oracle and golden live). The Part 6 text it supersedes is struck, not deleted: the roster CI cells, the busbar-release crate rows, the runner gateway, THE CONDUCTOR, the merge queue, and Ship and stop. Part 5's DEV-GREEN item 6 and W8 are struck to "ModernCI's predev -> dev move green and landed"..github/required-status-checks.md, CONTRIBUTING.md, the README badge anddocs/ci/actions-pins.mdnow describe the ladder ModernCI runs.Why: OWNER 2026-10-12 "ModernCI only". OWNER 2026-10-13: "delete anything you don't need anymore, yes", and "we keep the busbar-release repo, slimmed down. ModernCI replaces its CI half; the busbar-specific tools stay." ModernCI 2026-10-13 (modernci-40): the whole ladder moves through
.ci/{predev,dev,qa}.yaml.RED-able tests
workflow_rules_tests::every_rule_is_proven_able_to_go_red: every remaining rule (R1, R11, R14, R15, R17) is planted RED.the_gate_is_green_over_the_real_tree: the gate is green with promote.yml gone.infra::every_gate_the_modernci_branch_files_call_is_registered.Ledger rows:
workflow-rules:R16,:R18and:R19are removed (PASS -> gone). No ceiling moves. The 1.5.5 golden andoracle-rust.pinare untouched.Not in this PR (owner and ModernCI): the dev ruleset 24340358 still requires
preflight+hop. It needs ModernCI'sci, and ModernCI must adddevto busbar's targets. Until both happen, nothing can merge into dev. Nothing could merge before this PR either: the hop was INFRA on every run.
