Preserve shared DQ source initializers.
Standalone _apply_decompose_lstm promotes W/R and rewrites DQ-backed initializers. Both affected branches remove the source initializer before rewiring only the LSTM's DQ node. If another node also uses that initializer, its input becomes dangling and the transformed ONNX graph is invalid.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
The default zero bias breaks bidirectional LSTMs that omit B.
If B is absent, bw and br become (1, 1, 1, 1) initializers. For d == 2, split_direction_wise splits bw and br with split=[1, 1] on axis=2, but that axis has size 1.
_fold_lstm_constants folds this Split with np.split(arr, [1], axis=2). The reverse output has shape (1, 1, 0, 1). The reverse Add(add_bw_br, conv_x_w) then broadcasts dim 2 to 0. As a result, the reverse gates, Y, Y_h and Y_c are empty or do not match the declared shapes.
initial_h and initial_c already use a direction axis of size d. Give the zero biases the same direction axis. The tests always pass B, so they do not cover this path. Add a bidirectional parity case without B.

📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick win
Remove the model-saving side effect from the unit test.
Each run of test_lstm_decompose_ort_cpu_parity writes ONNX files to <repo>/scratch_space/lstm_decompose_test_models/ and prints debug output. This adds untracked files to the working tree. It fails on a read-only checkout. It also adds a second, unchecked symbolic shape inference to every run. The assertions do not use these files.
Remove _save_lstm_test_pair and its call. If you need the artifacts for debugging, write them to pytest's tmp_path. Also remove the duplicated SPDX header at Line 16-18. _print_lstm_input_shapes is debug output with no assertion, so remove it too.

What does this PR do?
Type of change: new feature
Decompose supported LSTM nodes into primitive ONNX operations with recurrent state wiring, gate computations, and constant layouts. Validate supported LSTM attributes before expansion and fold eligible generated constants. Standalone use handles rank promotion; the ordered pipeline defers that work to its dedicated rank stages.
Part 9/17. Depends on part 8; merge from the bottom of the stack upward.
Source size: 1132 added lines. A self-contained recurrent decomposition: its gate/state expansion and constant folding are required together for a working intermediate implementation.
Usage
This is an internal pass; the public pipeline is registered in part 16.
Testing
Tests ran with Hugging Face offline mode and without the repository-wide conftest/addopts; test-module fixtures still ran. GPU execution and DLA compilation were not run. The final stacked branch also passed the combined focused suite: 317 passed, 2 warnings.
