conversion flow around resolve_reshape_shape to skip the node when the raw
target contains 0, both when shape resolution raises ValueError and when

- Around line 1514-1531: In the standalone DequantizeLinear handler, skip rank

a squeeze, updating the node output as needed so value_info and downstream
consumers observe the original rank.

Skip 5D Transposes with no singleton dimension.
For an otherwise eligible 5D Transpose with a known input shape and explicit perm, the orchestrator skips neither the node nor its no-singleton shape. _handle_transpose then raises ValueError at .index(1), and _apply_convert_ops_to_4d does not catch it. Add a guard before modifying attr.ints. The index expression selects the rightmost singleton in output order, not the leftmost.

Guard zero entries before padding an unresolved Reshape target.
When resolve_reshape_shape fails or the input shape is unknown, the fallback keeps the raw target. Prepending 1s moves each 0 to a new index. The Reshape input keeps its original rank, so the 0 copies a different input dimension or refers to a dimension that does not exist. Skip the node when the unresolved target contains 0. Non-zero fallback targets stay unchanged.

Do not retarget a shared producer Cast to INT32.
When the Gather indices come from a Cast node, this code changes that node's to attribute in place. Consider a Cast(to=INT64) whose output also feeds other nodes, for example Concat/Reshape shape arithmetic, Equal, or a graph output. Those consumers then receive INT32, which causes ONNX type errors or ORT load failures. The value_info entry for that tensor also keeps the stale INT64 element type.
Reuse the Cast only when the Gather is its sole consumer and the tensor is not a graph output. Otherwise, insert a new Cast.

Restore the DQ output rank and skip blocked quantization.
When this standalone helper expands a static DQ input below rank 4, the DQ output also becomes rank 4. If value_info retains the original rank, GraphCache still reports that rank and generic consumers can add another Unsqueeze. The Conv bias input is left untouched, so a 1-D DQ bias can reach Conv as rank 4. For nonzero block_size, expanding only the data also violates the blocked-quantization scale-rank requirement.

Fix only still-valid issues, skip the rest with a brief reason, keep changes minimal, and validate. Review comment at @modelopt/onnx/graph_surgery/dla_transforms/dla_convert_ops_to_4d.py around lines 1514 - 1531: In the standalone DequantizeLinear handler, skip rank expansion when block_size is nonzero so the data and scale ranks remain compatible. For expanded inputs, restore the DQ output to its original rank with a squeeze, updating the node output as needed so value_info and downstream consumers observe the original rank. Move the onnxruntime import to module level.
_run_ort imports onnxruntime inside the function, and no comment gives a reason. Line 66 already calls pytest.importorskip("onnxruntime"), so the in-function import is redundant. Bind the module once at the top of the file.
The SymbolicShapeInference import in _make_model (Lines 93-95) is also inside a function. If that import is optional, add a short comment that says so.

What does this PR do?
Type of change: new feature
Add a standalone operation dispatcher for supported non-4D layouts. Operator-specific handlers insert rank adapters and adjust axes, shapes, and initializers while preserving the surrounding interfaces. This compatibility pass is separate from the individually ordered rank stages and is not added as an extra pipeline transform.
Part 13/17. Depends on part 12; merge from the bottom of the stack upward.
Source size: 1775 added lines. A self-contained standalone dispatcher with its operator handlers; splitting the complete handler table requires a separate implementation refactor.
Usage
This is an internal pass; the public pipeline is registered in part 16.
Testing
Tests ran with Hugging Face offline mode and without the repository-wide conftest/addopts; test-module fixtures still ran. GPU execution and DLA compilation were not run. The final stacked branch also passed the combined focused suite: 317 passed, 2 warnings.
